I <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, on October 11, 2005, the Planning Commission of the City of <br />Colton ("Planning Commission") conducted a duly noticed public hearing on the Police <br />application at which time all persons wishing to testify in connection with the Police <br />application were heard and the Application was fully studied; <br />WHEREAS, the Planning Commission adopted a Resolution recommending <br />approval of the Police application; and <br />WHEREAS, on November 15, 2005, the City Council of the City of Colton <br />("City Council") conducted a duly noticed public hearing on the Application at which time all <br />persons wishing to testify in connection with the Application were heard and the Application <br />was fully studied; and <br />have occurred; <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />SECTION 1. Based on the entire record before the City Council, all written <br />and oral evidence presented to the City Council, and the findings made in this Resolution, <br />the City Council of the City of Colton hereby amends the General Plan land use designation <br />for the Site described on the attached Exhibit "Al ", from "Low Density Residential" to "Light <br />Industrial" ("General Plan Amendment 'A"'). General Plan Amendment "A" is based on the <br />following: <br />A. Based on the entire record before the City Council and all written and <br />oral evidence presented during the public hearing, the City Council finds that General Plan <br />Amendment "A" promotes the goals and objectives of the General Plan, and each element <br />thereof, and leaves the General Plan a compatible, integrated, and internally consistent <br />statement of policies. In accordance with the City of Colton General Plan, the proposed <br />land use designation is consistent with General Plan inasmuch as the Light Industrial land <br />use designation is intended to provide for the development of industrial uses which include <br />the fabrication, manufacturing, assembly or processing of materials that are already in <br />processed form. The Light Industrial land use designation will also accommodate <br />manufacturing uses which are planned, developed, conducted and operated so that smoke, <br />fumes, dust, odor, liquid and other wastes are confined, refined, purified and eliminated to <br />prevent pollution of the air, water, and soil. The Subject Site adjoins Light Industrial zoned <br />properties to the south and west and will be compatible to future development in this vicinity <br />inasmuch as light industrial uses are considered a buffer for residential properties. <br />Furthermore, most of the existing infrastructure improvements in this area are in place so <br />that once the Subject Site is developed it will be adequately served by surrounding public <br />streets. In addition, development of the Subject Site in accordance with the goals and <br />standards of the general plan, as well as the development standards of the underlying <br />zoning designation will assure that development of the subject site is compatible with the <br />goals and standards of other general plan elements. <br />-2- <br />
