R-57-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON EXPANDING THE AGUA MANSA ENTERPRISE ZONE WHEREAS, in 1986 the counties of San Bernardino and Riverside and the cities of Colton, Rialto, and Riverside, created the Agua Mansa Industrial Growth Association (AMIGA) Joint Powers Authority to apply for and administer the Agua Mansa Enterprise Zone (AMEZ); and WHEREAS, the State of California approved AMIGA's application and established the Agua Mansa Enterprise Zone; and WHEREAS, in 1990 the State of California enacted AB 251 providing for the expansion of Enterprise Zone boundaries of up to 15% of a zone's original acreage; and WHEREAS, the bill provides for multi -jurisdictional zones to expand their areas individually; and the AMIGA Executive Committee gave each of its jurisdictions an allocation equaling 15% of their respective original area for expansion purposes; and WHEREAS, the State of California has approved nine AMEZ expansions since 1990; three of which were in the City of Colton. Only the Counties of San Bernardino and Riverside, and the City of Rialto have expansion capabilities remaining; and WHEREAS, the City of Colton desires to again expand their portion of the AMEZ to include two properties that lie Southeasterly of the intersection of Agua Mansa Road and Riverside to accommodate a new manufacturing plant; and WHEREAS, the County of San Bernardino has 67.5 acres of expansion capability Iremaining and the City of Colton has requested San Bernardino's remaining acreage for its I expansion; and WHEREAS, each jurisdiction within AMEZ is required to approve a resolution from its appointing authority approving the AMEZ expansion.
