R-110-06 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPTING THE SAN <br />BERNARDINO ASSOCIATION OF GOVERNMENTS (SANBAG) DEVELOPMENT <br />MITIGATION NEXUS STUDY AND ADDENDUM AND ADOPTING TRAFFIC MITIGATION <br />FEES TO FUND REGIONAL TRANSPORTATION IMPROVEMENTS <br />WHEREAS, the City Council of the City of Colton (the "City Council") recognizes <br />the need to finance adequate regional roadway infrastructure and related roadway improvements <br />and facilities made necessary by new development in the City of Colton ("City") and its sphere of <br />influence; and <br />WHEREAS, the City is a member of the San Bernardino Association of <br />Governments ("SANBAG"), a joint powers agency that has prepared preliminary plans to <br />increase the capacity of the regional roadway system to benefit member agencies, including the <br />City; and <br />WHEREAS, SANBAG has commissioned a preliminary study ("SANBAG Nexus <br />Study") to assess the impact of anticipated future development on the roadway system in San <br />Bernardino County, analyzing the need for new and upgraded roadway facilities and <br />infrastructure generated by the impacts of new development and analyzing necessary <br />development mitigation requirements to pay for the improvements ("SANBAG Traffic Mitigation <br />Requirements"); and <br />WHEREAS, the City of Colton has also prepared its own study ("City Addendum") <br />to supplement the SANBAG Nexus Study to further describe the proposed fees and the findings <br />required by the California Mitigation Fee Act; and <br />WHEREAS, on November 2, 2004, the voters of San Bernardino County <br />approved Measure "I" which extended the half -cent sales tax for thirty years to provide funding <br />for various transportation improvements throughout San Bernardino County, including the <br />acquisition, construction, operation, and maintenance of streets, roads, and highways; and <br />WHEREAS, pursuant to Government Code Section 66000 et seg., the City is <br />ORANGEWMARTINEZ29008.1 - 1 - <br />
