R-139-06 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON DENYING THE APPEAL AND UPHOLDING THE <br />PLANNING COMMISSION'S DENIAL OF FILE INDEX <br />NUMBER DAP -000-469, A REQUEST FOR DESIGN <br />REVIEW, ENVIRONMENTAL ASSESSMENT, CONDITIONAL <br />USE PERMIT AND MAJOR VARIANCE TO CONSTRUCT A <br />FREEWAY ORIENTED SIGN AND REDESIGN THE <br />EXISTING POLE SIGN FOR THE COLTON COURTYARD <br />SHOPPING CENTER LOCATED AT 1220 EAST <br />WASHINGTON STREET <br />WHEREAS, National Sign & Marketing Corporation (the "Applicant") <br />filed an application (File No. DAP -000-469) requesting design review, environmental <br />assessment, conditional use permit and major variance to construct a freeway <br />oriented sign and redesign the existing pole sign for the Colton Courtyard Shopping <br />Center ("Application") located at 1220 East Washington Street, Assessor's Parcel <br />Number 0276-361-79 & 80, in the City of Colton, County of San Bernardino ("Subject <br />Site"); and <br />WHEREAS, the Application includes a request for approval of a major <br />variance to exceed the height, square footage, lettering size and lines of copy permitted by <br />the City of Colton ("Colton") Zoning Ordinance for signs; and <br />WHEREAS, the Application was initially scheduled for consideration by the <br />Planning Commission of the City ("Planning Commission") on July 11, 2006; however <br />consideration of the Application was continued to the July 25, 2006 Planning Commission <br />meeting at the request of the Applicant and City staff; and <br />WHEREAS, in order to allow time for the Applicant and City staff to attempt to <br />address continuing concerns with the Application, the Application was continued again to the <br />August 8, 2006 Planning Commission meeting, and then to the September 26, 2006 <br />Planning Commission meeting; and <br />1 <br />
