R-36-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING THE CITY'S ISLAND ANNEXATION PROGRAM WHEREAS, the City Council of the City of Colton has pursued an annexation program within its sphere of influence; and WHEREAS, the City has determined that annexing its unincorporated islands of territory is an important benefit for the City's economic development and is in keeping with the provisions outlined in Government Code Section 56375.3 and with the Local Agency Formation Commission's (LAFCO) annexation policy; and WHEREAS, the City intends to submit an application for annexation to the Local Agency Formation Commission for the island annexation areas within its sphere of influence. The City's island areas are shown as Exhibit A; and WHEREAS, pursuant to California Environmental Quality Act ("CEQA") Guidelines, Section 15004, the City's adoption of this Resolution is not a "Project" subject to CEQA because it merely states the City's desire to annex certain islands of unincorporated territory and the City will take those measures required to assess potential environmental impacts of the annexation areas at a future date; BE IT NOW THEREFORE RESOLVED AS FOLLOWS: 1. The City Council of the City of Colton intends to submit an application for annexation to the Local Agency Formation Commission and shall include the following: • An outreach program as defined in LAFCO's annexation policy shall be conducted within the island annexation areas. • A Plan for Services shall be prepared for the island annexation areas and submitted to the City Council for review and consideration. • A fiscal impact analysis shall be prepared for the island annexation areas. 2. This Resolution shall repeal any other resolutions or portions thereof to the extent that such resolution or portions thereof are in conflict with this resolution. -1-
