The City Council hereby finds and <br />determines that it can be seen with certainty there is no possibility that this action may have a <br />significant adverse effect on the environment. Thus, the action under this Resolution is <br />exempt from the requirements of the California Environmental Quality Act (Public Resources <br />Code §§ 21000 et sec.) ("CEQA") pursuant to Section 15061(b)(3) of the State CEQA <br />Guidelines.
