R-69-06 <br />RESOLUTION OF THE CITY OF COLTON, CALIFORNIA APPROVING <br />ADOPTION OF POLICY GUIDELINES REGULATING THE USE OF <br />PUBLIC FINANCING MECHANISMS TO FINANCE PUBLIC <br />FACILITIES <br />WHEREAS, the CITY COUNCIL of the CITY OF COLTON, CALIFORNIA is authorized <br />pursuant to the Mello -Roos Community Facilities Act of 1982 (Chapter 2.5, commencing with <br />§53311, of Part 1 of Division 2 of Title 5 of California Government Code) (the "Act") to create <br />community facilities districts to finance certain public facilities and services; and <br />WHEREAS, the Act now requires that prior to the initiation of proceedings to create a <br />community facilities district, the City must first consider and adopt local public agency goals and <br />policies (the "Goals and Policies") regarding the use of the Act; and <br />WHEREAS, the City currently is without stated Goals and Policies related to the Act; and <br />WHEREAS, it is appropriate at this time for the City Council to consider approving Goals <br />and Policies regarding the use of the Act. <br />NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS: <br />SECTION 1. The Goals and Policies in the form presented at this meeting are hereby <br />approved and adopted. Pursuant to Section 53312.7 of the Act, the Goals and Policies shall <br />constitute the local goals and policies of the City for community facilities districts. <br />SECTION 2. The officers of the City are hereby directed to do and cause to be done <br />any and all acts and things necessary or proper in order to effectuate the purposes of this <br />Resolution. <br />SECTION 3.
