R-84-06 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON REJECTING AN APPEAL BY COLTON <br />IRON & METAL TO SET ASIDE THE PLANNING <br />COMMISSION'S CERTIFICATION OF THE FINAL <br />REVISED ENVIRONMENTAL IMPACT REPORT <br />PREPARED FOR THE PACIFIC RAIL METAL <br />SHREDDING OPERATION PROJECT, CONFIRMING <br />CERTIFICATION OF THE FINAL REVISED <br />ENVIRONMENTAL IMPACT REPORT, ADOPTING <br />ENVIRONMENTAL FINDINGS AND A MITIGATION <br />MONITORING PROGRAM PURSUANT TO THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT, AND <br />APPROVING THE PACIFIC RAIL METAL SHREDDING <br />OPERATION PROJ�CT <br />WHEREAS, the purpo�e of the Pacific Rail Shredder Operation Project <br />("Project") is to provide a metal shredding facility to recycle regional metal supplies <br />including automobile bodies, rail cars and consumer appliances; and <br />WHEREAS, pursuant to section 21067 of the California Environmental <br />Quality Act ("CEQA") (Pub. Resources Code, §§ 21000 et seq.), and section 15367 of <br />the State CEQA Guidelines (Cal. Code Regs., tit. 14, §§ 15000 et seq.), the City of <br />Colton ("City") is the lead agency for the Project; and <br />WHEREAS, while Pacific Rail Industries ("applicant" or "Project <br />proponent") is currently operating a railcar dismantling and salvage operation under a <br />Conditional Use Permit ("CUP") from the City, the applicant seeks to amend its CUP to <br />allow for the expansion of its facility to include additional rail yard property the applicant <br />has acquired; the installation and operation of a metal shredder facility; and an increase <br />in the volume of transloading at the Project site; and <br />SACRAMENTOW BUCKMAN\33667.5 <br />1 <br />
