California Environmental Quality Act. The City Council hereby finds and <br />determines that the construction activity generated through the approval and execution of the <br />Pipeline Crossing Agreement is statutorily and categorically exempt from the requirements of the <br />California Environmental Quality Act (Public Resources Code §§ 21000 et secl.) ("CEQX) pursuant <br />to Section 15282(1) [installation of new pipeline less than one mile in length] and Section 15301 <br />[minor alterations to existing publicly -owned utilities] of the State CEQA Guidelines. Staff is directed <br />to file a Notice of Exemption with the San Bernardino County Clerk's Office as soon as possible <br />upon the adoption of this Resolution. <br />3.
