R-95-06 <br />A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF COLTON MAKING <br />CERTAIN FUNDINGS PURSUANT TO HEALTH AND SAFETY CODE SECTION 33445 <br />AND CONSENTING TO USING REDEVELOPMENT AGENCY FOR THE CITY OF <br />COLTON TAX INCREMENT FUNDS FOR THE INSTALLATION AND CONSTRUCTION OF <br />PUBLIC IMPROVEMENTS BENEFITING THE RANCHO MILL REDEVELOPMENT <br />PROJECT AREA. <br />WHEREAS, the Redevelopment Agency for the City of Colton (the "Agency") may, <br />with consent of the City Council of the City of Colton (the "City"), pay for all or a part of the <br />cost of the installation and construction of any building, facility, structure or other <br />improvement that is publicly owned either within or outside of the Rancho Mill <br />Redevelopment Project Area (the "Project Area") pursuant to Health and Safety Code <br />Section 33445; and <br />WHEREAS, the Agency obtained a loan of $500,000 from the City of Colton (the <br />"City") pursuant to that certain Redevelopment Agency Promissory Note, dated as of <br />September 16, 2003. The Agency may use and apply the proceeds of such loan for any of <br />the purposes authorized under Section 2 that certain Rancho Mill Public Works Projects <br />Funding and Construction Management Agreement, dated as of April 6, 2004, including for <br />paying the cost of the installation and construction of buildings, facilities, structures or other <br />improvements that are publicly owned and situated within or of benefit to the Rancho Mill <br />Redevelopment Project Area; and <br />WHEREAS, the Agency requested that the Citizen Advisory Committee for the <br />Rancho Mill Project Area (the "CAC') provide its recommendation to the Agency for the <br />prioritization of certain public improvement projects for the benefit of the Rancho Mill <br />Redevelopment Project; and <br />WHEREAS, on February 3, 2004, the Agency Board prioritized the public <br />improvement projects for the benefit of the Rancho Mill Redevelopment Project Area; and <br />
