R-58-07 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA AUTHORIZING AMENDMENT OF SIGN GUIDELINES <br />REVIEW PROFESSIONAL SERVICES AGREEMENT WITH DOWNTOWN <br />SOLUTIONS, INC., IN THE AMOUNT OF $10,000 AND AMENDING THE <br />FISCAL YEAR 2006-07 BUDGET <br />WHEREAS, the City of Colton ("City") is a municipal corporation duly organized and <br />existing pursuant to the Constitution and laws of the State of California ("State"); and, <br />WHEREAS, the Redevelopment Agency for the City of Colton (the "Agency") is a <br />public body, corporate and politic of the State of California, organized and existing pursuant <br />to the Community Redevelopment Law commencing with California Health and Safety Code <br />Section 33000; and, <br />WHEREAS, the budget for the City and Agency for the fiscal years commencing July <br />1, 2006 and ending June 30, 2007 was approved and adopted on June 19, 2006; and, <br />WHEREAS, the approved budget is in accordance with all applicable ordinances of <br />the City and all applicable statutes of the State; and, <br />WHEREAS, the City Council and Planning Commission held a joint workshop on <br />August 22, 2006 to discuss the City's Sign Ordinance and both bodies approved the <br />configuration of a nine (9) member Committee who were charged with reviewing the key <br />issues identified in the workshop; and, <br />WHEREAS, on August 1, 2006, the City Manager authorized a $20,000 Professional <br />Services Agreement with Downtown Solutions to assist the Committee in the review process; <br />and, <br />WHEREAS, the Sign Guidelines Committee has conducted eight meetings; and, <br />
