R-66-07 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS <br />LIMIT FOR THE FISCAL YEAR 2007-08 <br />WHEREAS, the voters of California, on November 6, 1979, added Article XIIl- <br />B to the State Constitution placing various limitations on the appropriations of the state and <br />local governments; and <br />WHEREAS, Article XIII -13 provides that the appropriations limit for the fiscal <br />year 2007-08 is calculated by adjusting the base year appropriations of fiscal year 1978-79 <br />for changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of Article <br />XIII -B in determining the appropriations limit for fiscal year 2007-08 utilizing the County <br />population index; and <br />WHEREAS, The City of Colton must make the necessary determinations <br />regarding the use of a cost -of -living index change and the population index change beginning <br />in 2007-08 <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for fiscal <br />year 2007-08 shall be $53,354,371 for the City of Colton, and; <br />BE IT FURTHER RESOLVED, that the fiscal year 2007-08, the City of Colton <br />selects the California percentage change in per capita income as its cost -of -living <br />index change as determined by the California State Department of Finance and that <br />the City of Colton selects the population index change for the County as a whole <br />instead of the change in City population as its population index change. <br />PASSED, APPROVED AND ADOPTED THIS 5th DAY OF JUNE, 2007. <br />KELLY J.
