{ CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of March 15 . 1988 <br />TO: Honorable Mayor and City Council <br />FROM: Leslie A. Keane, Assistant <br />City Manager <br />SUBJECT: AUTHORIZE FUNDING AND CITY MANAGER TO Date: 3/10/88 <br />EXECUTE,AGREEMENT FOR NITROGEN REMOVAL PROGRAM <br />During the last year, the Regional water Quality Control Board <br />(RWQCB) has been discussing the imposition of nitrogen removal <br />requirements on waste water agencies which discharge into the <br />Santa Ana River. It is likely that such requirements will be <br />placed on the Colton plant when we apply for a permit for ex- <br />panded capacity. This is an extremely expensive process which <br />is estimated to cost local agencies millions of dollars. Staff <br />is _concerned as to the validity of the proposed requirements <br />and the standards which will be used to measure compliance. <br />The Santa Ana River Dischargers' Association (SARDA), of.which <br />the City of Colton is a member, and the Santa Ana Watershed <br />Project Authority (SAWPA) are proposing to join their member <br />agencies together on a task force which would: 1) upgrade, <br />calibrate and verifywater <br />quality control computer models which <br />will be used to set the nitrogen removal standards; 2) develop <br />and evaluate alternative nitrogen management plans; and 3) <br />recommend an optimum nitrogen management and implementation <br />plan to the RWQCB. The RWQCB has agreed to participate in the <br />proposed study. <br />The cost of the study, as currently outlined, is estimated to be <br />between $885,000 and $1,000,000. If all nineteen involved agencies <br />Participate, the cost to the City -of Colton should not exceed <br />$16,000, or 20 of the total cost of the study. A draft agreement <br />which outlines the task force objectives is attached to this report. <br />RECOMMENDATION: <br />Staff recommends that the City Council allocate the sum of $16,000 <br />from the water quality utility fund balance as the City's share of <br />above noted study, and that the City Manager be authorized to <br />finalize and execute the attached Plan Upgrade Task Force Agree- <br />ment. The City of Colton's participation would be contingent <br />on the fact that $16,000 is its maximum contribution to this study <br />regardless of whether or not all nineteen agencies agree to <br />participate.. <br />Attachments: 1 <br />Page 1 of 1 <br />Item No.,3 <br />
