CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 26 1988 <br />TO: Honorable Mayor and City Council <br />FROM: Leslie A. Keane, Assistant City Manager <br />SUBJECT: <br />AWARD OF CONTRACT FOR RENOVATION OF CITY Date: 10/19/88 <br />HALL COURTROOM FACILITY <br />The current year's capital improvement program contains funds to <br />renovate the former courtroom facility for use by the Police <br />Department. The project design has been completed and all of the <br />required building permits issued. In accordance with City policy, <br />we advertised for bids for this project in all of the local.newspapers <br />on September 15, 16, 22 and 23. One bid, in the amount of $114,713, <br />was received. Since this amount was significantly over the amount <br />budgeted for the project, the Council rejected this bid on October <br />6, and authorized staff to rebid the project. No bids were received <br />during the second bidding process. <br />The State Public Contract Code, Section 20166, specifies that if <br />no bids__are_ received for a public works project, a legislative <br />body may have the project constructed with no further compliance <br />with the Code. We have verified this fact, and the process followed <br />to date with the City's financial auditors. The Council may, if <br />it wishes, authorize work on the courtroom renovation without further <br />bid solicitation. Staff has recently received a proposal to re- <br />model the courtroom facility in accordance with City specifications <br />and plans from General Contractor George Kelsen. The proposed q <br />price for all required work'is $69,875. The contractor has agreed <br />to comply with all State and local governmental laws with respect <br />to the project, but is requesting a waiver of the City's security <br />Posting (bond) -requirement. He is proposing a single one-third <br />payment thirty days into the job, with the balance due upon the <br />City's acceptance of the completed project. <br />RECOMMENDATION: <br />t. <br />t <br />Staff is recommending that the Council authorize the City Manager <br />to enter into a contract with George Kelsen to perform the work <br />necessary to renovate the courtroom facility for use by the Police f <br />Department.
