SUBJECT: AWARD OF CONTRACT FOR PARK PLAYGROUND EQUIP- Date: 12/28/88 1 MENT AND ADJUSTMENT TO F.Y. 88-89 BUDGET I I In October the City released a Request for Proposal (RFP) for the purchase of park play structures and ancillary-items (e.g., curbing, fencing, and resilient ground surface material) at four City playgrounds. On November 29, 1988 a panel comprised of Ray Gonzales Recreation Services Manager; Ken Peterson, General Services Manager; Gil Walling, Parks Supervisor; Jose Urrea, Parks and Recreation Commissioner; Jerry Koester, Parks and Recreation Commissioner; and Rich Holmer, Human Services Director, interviewed and evaluated five companies who responded to our RFP. Two companies, Tomark Sports, Inc., and Moore Recreation and Park Equipment,, Inc., were eliminated from consideration because they failed to meet the minimum criteria as established in the RFP. Of the remaining firms Iron Mountain Forge/Ortco Builders was'-- ranked number one by all panelists. It was the concenstts of the panel that the equipment offered by Ortco Builders would provide new and expanded play oPP ortunit for toddlers and Elementary school age children while, concoml antly,- allowing'the removal of,obsolete play structures. Iron Mountain-Forge/Ortco Builders submitted the low bid of $58,671.89. Moreover the Parks and Recreation_ Commission at their December 21, 1988 meeting, recommended an additional $3,456.18 be appropriated for further enlargement of the proposed play structures at Davis Park because of the rapid residential growth in this area. An appropriation of $49-,000 from the Park Fee Account was carried forward to F.Y. 88-89. RECOMMENDATION It is staffs recommendation that the City Council award a contract in the amount of $62,128.07 for park play structures at Municipal, Veteran's, Davis, and Dauer Parks to Iron Mountain Forge/Ortco Builders. In addition, it is requested a cil increase the budget in the amount of $13,128.07 in unappropriated park fees to complete this project. The Parks and-Recreation Commission has reviewed staffs analysis and concur with this recommendation.
