CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 29, 1989 <br />TO: Honorable Mayor and City Council <br />FROM:Rich Holmer, Human Services Director r <br />SUBJECT: APPROVAL OF AGREEMENT BETWEEN THE CITY OF COLBAe: 6/23/89 <br />AND LOS PADRINOS OF SOUTHERN CALIFORNIA, INC. <br />TO OPERATE A COUNSELING SERVICE FOR COLTON YOUTH <br />Each year the County of San Bernardino Probation Department <br />through Juvenile Justice Subvention monies provides funding <br />to a variety of public and non-profit organizations for delin- <br />quency prevention programs. Los Padrinos, one of the funding <br />recipients, wishes to sub -contract a portion of their grant <br />award for a third year with the City of Colton's Human Services <br />Department to operate an Early Childhood Intervention Program. <br />The Colton Early Intervention Program, through the Human <br />Services Department; offers an integrated and innovative <br />approach to reach children (8 to 17 years of age) at risk <br />and their families before contact with the juvenile justice <br />system. The program elements include crisis counseling/problem <br />solving, after school youth development groups, parent <br />education and support groups, and private sector involvement. <br />The program will be housed at Alice Birney Elementary School <br />but will serve all Colton elementary school age children. <br />Program referrals will be primarily by school personnel. <br />The program has been very successful in reaching local youth <br />and their families and has received the commendation and <br />support of the School District, Police Department, Probation <br />Department, community based organizations, and parents. Los <br />Padrinos' allocation of $17,000 will go toward the program <br />counselor's salary. <br />The City Attorney has reviewed and approved the contract as <br />to form. <br />RECOMMENDATION <br />Staff recommends that the Colton City Council enter into an <br />agreement between the City and Los Padrinos of Southern California, <br />Inc., for the purpose of operating an Early Childhood Inter- <br />vention Program and authorize the Mayor and City Clerk to <br />execute said agreement. ,n <br />CITY MANAGER'S CONCURRENCE <br />Attachments: Agreement <br />Page 1 of 1 Item No <br />
