KEANE, CITY MANAGER 11`� <br />, <br />SUBJECT: ��IDER INCLUSION OF COLTON IN INLAND <br />VALLEY DEVELOPMEN'T AGENCY <br />Date: <br />1/12/90 <br />The City of Colton has been invited to join a joint powers authority (JPA) being <br />fonned to redevelop the Norton air force base and the inrnediately surrounding area. <br />Pursuant to special legislation, agencies which have property within a three mile <br />radius of Narton are eligible to participate. Affected agencies are the County and <br />City of San Bernardino and the Cities of Colton, Loma Linda, Highland and Red.lands. <br />Each agency would put all or a portion of its land within the project boundaries <br />into the new redevelopsnent project; property already included in a redevelopment <br />project would be excluded. The attached map identifies the area proposed for <br />inclusion within the City of Colton. <br />The JPA would be governed by a 13 mernber board -- three members from the City of <br />San Bernardino and two each from the other jurisdictions. This board would make <br />decisions regarding reuse of the base,� including scope of any future cor►mercial <br />airport use. It could also fund public infrastructure improvements and low and <br />moderate income housing projects within member jurisdictions and provide financial <br />assistance to locate within the project area. Each city would contribute the tax <br />incre.ment from its property within the project area to redevelopment activities. <br />As currently proposed, cities would receive a pass-thru of 500 of their current <br />percentage of property tax as applied to new increment. <br />Agencies who join the JPA will have a period of t�me to withdraw should issues <br />associated with the agreement and the final redevelopment plan not be resolved to <br />their satisfaction. The cities and county will also retain their individual <br />abilities to make land use decisions on property within the project boundaries. <br />Actions, such as eminent demai.n, will require a 2/3 vote of the agency board, as <br />well as a 2/3 vote of the legislative body in whose jurisdiction property is <br />located. <br />RECOMMIIVDATION <br />Staff is reco�nding that the City Council take the following actions with respect <br />to the Inland Valley Develop�r�ent Agency: <br />l.
