Varela, Jr. <br />RE; PROPOSAL TO HAUL SEWAGE SLUDGE FROM <br />THE COLTON WASTE TREATMENT PLANT <br />INTRODUCTION <br />The City of Colton currently produces sewage sludge at its <br />Waste Treatment Plant in wet and dry form. The City has <br />approximately 4,000 tons of sewage sludge stockpile. The City <br />has a need to have the sewage sludge removed, and is unable <br />to place it in local landfills. <br />The City is committed to finding innovative and createive means <br />of reusing its sewage sludge, particularly as a result of its <br />inability to find a suitable, cost-effective disposal site <br />for its sewage sludge. <br />The City's sewage sludge is known to contain nutrients which <br />make it a highly desirable soil amendment. <br />Varela Industries is engaged in the business of transporting <br />and` land spreading municpal sewage sludge, and has demonstrated <br />the ability to land apply sewage sludge and provide for the <br />beneficial reuse and recycling of such sewage sludge as a soil <br />amendment. <br />Varela Industries has procurred farm and ranch sites located <br />in and near Mexicali, Baja California, Mexico for application <br />of sewage sludge to the land as fertilizer and soil amendment <br />in an environmentally sound manner. <br />Varela industries is a sole source. It is the only company <br />permitted by the government of Mexicali, Baja California, Mexico, <br />to import into Mexico sewage sludge and apply it to the land <br />as fertilizer and soil amendment. <br />
