This action, however, was contingent on <br />Colton submitting an acceptable revenue program prior to the August <br />16, 1990 meeting when the Board is scheduled to officially approve <br />the project. <br />After the workshop, Bernie Kersey and I met with Marla Lafer and <br />Frank Peters to determine what would constitute an acceptable <br />revenue submittal by Colton. Frank had not yet reviewed the most <br />recent material furnished by Colton, however, he reiterated his <br />concern regarding the "Senior Citizens" provisions and the failure <br />to include the strength (BOD) and suspended solids (SS) criteria <br />for the commercial and indusutrial dischargers. After some <br />discussion about the regional concept, and other features of the <br />project, Mr. Peters, surprisingly offered to waive the submittal <br />of the Colton revenue program for the Demonstration Project <br />provided that Colton made certain commitments regarding their <br />revenue program for the proposed full-scale facility. <br />In order for the waiver to be implemented, Frank Peters requires <br />that he receive a letter from Colton, prior to the August 16th <br />Board meeting. That makes the following commitments for the full- <br />scale project. <br />1. Senior citizens category -the special rate for senior <br />citizens would be eliminated, however, a special rate based <br />on a low income level or lower flows could be substituted. <br />Total Water Quality Management—SAWPA's nt to the Community <br />
