II.A. WASTE MINIMIZATION 'A <br />Waste minimization is a term that refers to source reduction <br />and recycling. Waste minimization, as used by the Environ- <br />mental Protection Agency (EPA), denotes the reduction of <br />hazardous waste that is generated or subsequently treated, <br />stored, or disposed. <br />San Bernardino County DEHS has had an informal waste minimi- <br />zation program since 1983. The program has consisted of <br />providing waste reduction and management information to <br />generators through the County Hazardous Waste Generator <br />Program, distribution of waste reduction information through <br />a newsletter sent to all hazardous waste generators in the <br />County, and waste reduction workshops. <br />B. CHWMP Concerning Waste Minimization <br />Although present efforts to encourage and promote waste <br />minimization have been successful, an expanded program is <br />necessary to provide more comprehensive assistance to ail <br />industries. to document quantitatively the value of these <br />waste minimization methods. to maintain personnel with exper- <br />tise in waste minimization as a resource for industry. and to <br />ensure that local industry is taking full advantage of waste <br />minimization opportunities. <br />A permanent program will be developed that includes educa- <br />tion, technical assistance, economic incentives, and recogni- <br />tion elements. Two full-time staff positions will be allo- <br />cated to the program. The program will consist of the devel- <br />opment of informational materials, presentations before trade <br />associations, and the conduct of workshops. The program will <br />be a cooperative work effort between County waste minimiza- <br />tion staff and County generator inspectors. The waste mini- <br />mization staff will work directly with businesses which <br />reauest assistance in the development or waste reduction <br />technioues specific to their businesses. Funding for the <br />permanent program will be derived by fees from the hazardous <br />waste generator program and from land use review fees for new <br />businesses submitting waste minimization plans. <br />III A. SITING OF SPECIFIED HAZARDOUS WASTE FACILITIES <br />Responsible hazardous waste management involves not only <br />waste minimization efforts. but also providing a portion of <br />the commercial facilities that will be necessary in the <br />region. In order to ensure that facilities are located only <br />in appropriate sites. procedures for evaluating a facility <br />application and standards for review are necessary. The <br />foliowing are the three major issues involved in the local <br />siting of specified hazardous waste facilities. <br />2 <br />
