The Plan is <br />more detailed and site -speck than the traditional zoning tools. <br />In compliance with California state law, the specific plan provides a link between the r± <br />area General Plans, with their broad policies, and the detailed procedures and restric- <br />tions inherent in implementation tools such as the Zoning Ordinance, <br />Government Code Section 65451 states that a specific plan shall include graphics and <br />text that discuss In detail all of the following subjects: <br />1. The distribution, location and extent of the uses of land, including open space, <br />within the area covered by the plan. N <br />2. The proposed distribution, location, and extent and intensity of major components <br />of public and private transportation, sewage, water, drainage, solid waste disposal, <br />energy, and other essential facilities proposed to be located within the area D <br />3. Any and all development and design standards, including criteria for conserving, <br />developing, and utilizing natural resources. <br />4. A program for implementation measures including regulations, programs, public Q <br />works projects, and financing measures to implement all of the above. <br />The Reche Canyon Specific Plan is consistent with all of the State requirements noted <br />above. R <br />The process involved input from Reche Canyon residents, surrounding communities, <br />developers, and City Departments regarding the issues of land use and development in <br />Reche Canyon. Seven Reche Canyon Advisory Committee members were appointed E <br />by the City Council. The entire eleven member committee represented the City of <br />Colton, City of Loma Linda, the County of San Bernardino, and the County of Riverside. <br />Numerous meetings were conducted, covering the issues of concern, including but not <br />limited to; land use patterns, geology, topography, flooding, vegetation, cultural re- <br />sources, traffic, and seismicity. <br />The final Draft Reche Canyon Specific Plan reflects the compromise and the balance <br />achieved through these meetings. Although some interested persons may not see all <br />that they would like to see in the plan, the standards set out in this document recognize <br />the diversity of development potential as well as the need to preserve the character of <br />the Canyon, while addressing that potential. <br />The Environmental Impact Report has been submitted to all interested and responsible R <br />agencies. It is also currently being reviewed by the State Office of Planning and Re- <br />search. The date of clearance from OPR is November 29; 1990, which is prior to the an- <br />ticipated City Council Public Hearing dates for the Plan and E.I.R. T <br />Agenda Report cc-reche 2 <br />
