Mr. Kent Kept the condominium site for future development Mr. Kent was well aware A <br />that to commence construction after homeowners were well established in the area <br />might have these new owners protesting any new development in ''their back yard". In <br />vievv of this, Mr. Kent informed all prospective buyers through Covenants, Conditions, G <br />and Restrictions of the previously approved project by the Colton City Council. <br />ANALY 515; <br />it is 7taff's view that due to previous Council action, we are not to evaluate whether or <br />not the project should exist but rather to assure that it blends in with its surroundings, <br />To that_ %tiPn, staff has insisted on, and the developer has agreed to. the following <br />criteria: <br />Ni That all buildings have a similar architecture to the existing homes. <br />3) Tlhat thy: scale of the project be reduced from the original 120 units to 61 <br />units. D <br />C That the buildings be scaled to assimilate the scale of the surrounding homes. <br />Oj That the view from the local streets and most houses be of buildings that re- <br />semble large estates. <br />indeed, for the most part, each building contains only four residences, each at least the A <br />size of the homes in the area. The architecture is "spanish" with similar colors and <br />scale to the homes below the site. There are 5.7 acres of open space including <br />recreational areas with pools, spas; tennis courts, water -scopes; etc. <br />The site is approximately 1,000 feet from the San Jacinto fault and will therefore require R <br />seisnnic structural reinforcement in its design. The property is also crossed by the <br />Santa Fe Pacific Pipeline which is a jet fuel conduit from Los Angeles to Arizona. <br />Relocation of the pipeline will be made by the Santa Fe Pipeline Company to areas C <br />such as streets and open spare. G <br />BONING CONSISTENICY <br />The zoning, as mentioned earlier in this report, is R -ERC. The Council intended that <br />the PC overlay zone `provide for greater flexibility in design and development of parcels <br />or iand. and to permit and encourage_: <br />I ) A vary a housing D,= and environments; 0 <br />2) A more creative and imaginative approach to the design of developments and <br />promoteg mixture of residential densities and housing types, community facili- <br />ties, both public and private...; R <br />3> More efficient use of land, resulting in smaller networks of utilities and streets, <br />4) The provision of gr2ater amounts gf 4l2en space and amenities for recreational <br />and visual enjoyment; <br />5) The preservation and enhancement of valuable natural areas.
