CITY OF COLTON <br />AGENDA REPORT (CONTINUED) <br />FOR COUNCIL MEETING OR January 16, 1990 <br />SUBJECT: CUSTCMER SERVICE POLICY REVISIONS SING FEES IN POLICY ND. 20 AMID <br />POLICY NO. 22, AND FOR AN ADDITIONAL ALLOCATION To -LIFE SUPPORT- <br />H(XJSEMLDS <br />The proposed revision would add paraplegic, quadriplegic, multiple <br />sclerosis, and scleroderma persons to the eligibility list for an <br />additional low block quantity in recognition of their increased <br />heating and/or cooling needs. This practice is followed by a <br />number of Southern California municipal electric utilities and is <br />addressed in state law for State regulated utilities. <br />The Electric Utility would determine the amount of the additional <br />allocation based on the cooling/heating equipment at the residence <br />and the type of residential building. The proposed revision also <br />defines life support equipment more specifically. <br />Recently, the Colton Administrative Services Department utility <br />billing staff reported that there were 24 persons on the existing <br />"Life Support" Program. The bi-monthly additional allowance for <br />low block electricity from these participants was 16,611 KWH for <br />all participants. The low block quantity is priced at 7.312 cents <br />and the high block is priced at 8.437 cents. The maximum bi- <br />monthly cost of the existing "Life Support" Program for 16,611 KWH <br />is $186.87. The actual bi-monthly cost may be lower each billing <br />period since the electric consumption of the program participant <br />may be less than the regular low block quantity of 250 kilowatt <br />hours per month plus the additional low block quantity provided <br />under the program. <br />While we do not know the increase in the number of program <br />participants which may result under the revised Policy, based on <br />the current level of participation, the increase cost due to the <br />proposed Policy revision does not appear significant. <br />Copies of the proposed revised Customer Service Policies are <br />attached. The Utilities Commission reviewed these proposed <br />revisions at their January 8, 1990, meeting and recommended <br />approval by City Council. <br />RECOMMENDATION: <br />That the City Council approve revisions to the Electric Utility <br />Customer Service Policy as presented in the report, and adopt <br />Resolution R-5 -90. <br />CITY MANAGER'S CONCURRENCE: <br />Page 2 of---!-- Item No. <br />
