such other uses as may be legally permitted and as may be <br />determined by the Agency all in accordance with CEQA procedures <br />to be hereafter complied with by the Agency; and <br />WHEREAS, the parties hereto recognize the immediate <br />necessity for Planning for the possible closure of Norton Air <br />Force Base, and the need to determine the best manner in which to <br />utilize the Norton Air Force Base facility after closure to <br />attract business, create jobs and improve the quality of life for <br />the citizens of the East Valley; and <br />WHEREAS, each of the Members is authorized to establish <br />redevelopment agencies to undertake redevelopment projects under <br />the California Community Redevelopment Law (Health and Safety <br />Code Section 33000, et seq.), for the purposes of causing <br />the redevelopment of areas in the interests of health, safety and <br />general welfare and all Members are cities or counties with <br />territory either within, adjacent to or in proximity to Norton <br />Air Force Base; and <br />WHEREAS, Health and Safety Code Section 33320.5 <br />authorizes the Members to form a joint powers authority for the <br />purposes of causing the redevelopment of certain property which <br />is currently operated as a military facility or installation and <br />which is to be closed pursuant to Public Law 100-526 in addition <br />to certain land which is adjacent or in proximity to a military <br />facility or installation and which land is necessary for the <br />effective redevelopment thereof; and <br />WHEREAS, the Members deem it desirable to participate <br />together in order to form a joint powers authority to be known as <br />the Inland Valley Development Agency (the "Agency") for the <br />purposes of adopting a Redevelopment Plan (the "Redevelopment <br />Plan") in order to facilitate the redevelopment of a <br />redevelopment project area, the boundaries of which are yet to be <br />determined, but which will generally include the military <br />-2- <br />
