Sotelo, City Manager <br />'t�lw <br />SUBJECT: Waiver of Formal Bid Process, Awarding of Date: July 10, 1990 <br />Contract for Seismic Retrofit for Veterans <br />Park Racquetball Court <br />BACKGROUND <br />Due to local residents complaints of a large crack in the center <br />wall of the Veterans Park racquetball court, Staff had engaged <br />a structural engineer to re -design a new center wall for <br />replacement. <br />In the course of design and structural analysis, it was found that <br />in its present state, the structure could be subject to failure <br />in an earthquake. <br />Upon discovery of the potential hazard Jerry Young, then Acting <br />City Manager , recommended temporarily fencing off the site and <br />posting warning signs until such time as the retrofit was <br />completed. <br />The Parks Department installed the fencing and signs which have <br />been repeatedly torn down by vandals. The Structural Engineer <br />completed the plans and specifications for the project and the <br />Building Department has reviewed the plans and approved them. <br />Staff has, through an Request For Proposal process, received five <br />(5) proposals to perform the re -construction and retrofit. <br />STATEMENT OF THE PROBLEM <br />To mitigate the potential hazard at the site, the City Council <br />needs to waive the formal bid process as allowed by the Code for <br />emergencies and award the contract to Vail Masonry, whom has <br />submitted the lowest proposal to perform the work. <br />ALTERNATIVES <br />1. Demolish the structure. <br />2. Award the contract to Vail Masonry <br />Base Bid............ $18,167.00 <br />Temp.
