Hutton, Public Works Director <br />�4� SUBJECT: COUNCIL STUDY SESSION TO REVIEW ANNUAL PROPOSED Date: July 17, 1990 <br />RATE SCHEDULE FOR SANTITATION AND RECYCLING RATE <br />Background <br />On June 20, 1989 Council approved the current sanitation rates for the first year of <br />a five year rate. <br />The five year rate was an element of the overall sanitation study prepared by S.C.S. <br />Consultants, and based upon the current tipping fees charged by the County and <br />extended driving ranges due to the local landfill closures. <br />The five year projection for future rates was based upon a minimum 5% annual <br />inflation factor and without the benefit of knowing what financial impacts would be <br />directly caused by AB 939. <br />Statement of the Problem <br />County landfill rates have substantially increased over the last three years: <br />1988/89 - $10.55 per ton <br />1989/90 - $18.50 per ton <br />1990/91 - $23.50 per ton <br />These increases have been as a direct result of running out of landfill space at <br />existing landfills; fewer available locations to site new landfills in the imriediate <br />valley area; objections to new technology, such as waste to energy plants, by the <br />general public; and State mandates, such as AB 939 source reduction. <br />Alternatives <br />AB 939, the source reduction and recovery mandate, has set the pace to reduce the <br />need for landfill space through recycling; it requires up to 50% over the next few <br />years. <br />A joint city/county task force has been formed to meet and implement the elements of <br />the mandate; proposals have been received and will be reviewed at the July 19th task <br />force meeting for approval. <br />This study will being a one year analysis and environmental review process for the <br />primary element of AB 939 (waste classification and source identification) for ten <br />cities in the east valley of San Bernardino County. <br />Attachments: <br />Page 1 of 2 Item No,_ <br />
