RESOLUTION OF THE LOS PADRINOS OF SOUTHERN CALIFORNIA, INC. WHEREAS Los Padrinos of Southern California, Inc. and the City of Colton since 1971 have established together a "labor of love" that has benefited literally thousands of Colton youth. WHEREAS this successful joint venture, starting 19 years ago, still flourishes in the City of Colton/Los Padrinos Early Intervention Program - preventing negative behavior and providing positive adult role models. WHEREAS the Los Padrinos of Southern California, Inc., in conjunction with the City of Colton, desires to joint venture a certain project designated as the "Regional Youth Service Center" to be funded in part from funds made available through the County Correctional Facility Capital Expend- iture and the Youth Facility Bond Act of 1988 and the Youth Center and Youth Shelter Bond Act 1988, (Sections 1712(b) Welfare and Institution Code), administered by the California Youth Authority. WHEREAS Los Padrinos, has contracted Youth Diversion Programs with California Youth Authority for over 14 years; and has demonstrated program effectiveness by establishing an overall 10 -year diversion rate of 89% out of 8,654 high risk youth served (Statistics provided by San Bernardino County Probation). NOW, THEREFORE BE IT RESOLVED, that the Los Padrinos Board of Directors approve the fornulation of a joint venture agreeriient between the City of Colton and Los Padrinos for the express purpose and goal of establishing a "Regional Youth Service Center." I hereby certify that the foregoing is a true copy of the Resolution adopted by the Los Padrinos of Southern California, Inc., in a meeting thereof held on February 28, 1990 by the following vote: Ayes: 9 Noes: 0 Absent: 3 February 28, 1990 t;z.
