�-- CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of MARCH 20, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: SUSAN BRIGHAM,.CHILDCARE COORDINATOR <br />SUBJECT: APPROVAL OF BUDGET TRANSFER AND REQUISITION TO LEASE Date: MARCH 14, 1990 <br />CLASSROCM TRAILERS FOR COLTON COMMUNITY CHILDCARE. <br />The City's Child care services operates three child care programs at local <br />elementary schools. Presently, the program is hosted in the cafeterias of each <br />school. In July, 1990 Colton Joint Unified School District is transitioning to a <br />year-round school format. This directly impacts the latchkey programs at two of <br />our school sites. <br />The demand for child care is that care is offered to students on their regular <br />school days and to students who are "off track", requiring child care on a full- <br />day basis. Our child care centers, to accommodate all youth at the school, will <br />need to operate daily from 7:00-6:00pm. This full-day programming will require <br />that the City place its own classroom space on the school site, which has been <br />approved by the school district. <br />The child care program wishes to lease two portable classrooms to place at Wilson <br />and Reche Canyon Schools. Monies for this requisition need to be transferred to <br />the appropriate account for processing. At this time, monies exist in a revenue <br />account, but are not budgeted in the expense category. <br />For the 1989-90 fiscal year, it was anticipated that $43,000 would be received <br />from parent fees which would be turned back into the program for operational <br />costs. To date, parent fees in the center -based program totals $64,703. This <br />excess of $21,703 in revenue accounts 6-726 and 6-724 (6-724 had no budgeted <br />amount, this account was created for fiscal reporting purposes only) has not been <br />accounted for in expense accounts. Costs for leasing trailers are approximately <br />$5778 each for set-up and $660 each for monthly rental, for an initial cost of <br />$11,556. The trailers need to be placed on the school sites in early June, 1990. <br />It is anticipated that the City will need to lease trailers for a 24 -month period. <br />At the end of this time frame, staff anticipates that the Department of Education <br />will provide the City with portable classrooms for the child care program at low <br />cost. <br />Recommendations: It is recommended that excess revenue from the child care parent <br />fee account be transferred within the 06 fund to an expense account for trailer <br />rental, and that the requisition to order the trailers is approved.
