Hutton, Director of Public Works`���� <br />SUBJECT: APProval of Joint Pawers Agreement with the City <br />of San Bernardino and SAWPA for Allocation and <br />Construction of Required RIX Tertiary Treatment <br />Date : Apri 1 25 � 1990 <br />Facility <br />Attached is outlined project status for the RIX Tertiary Treatment Facility and the <br />proposed financial mechanism (certificates of participation) for the joint cooperative <br />project. • <br />This project has been previously approved by both agencies as presented by the past <br />administration (Frank Benest and Leslie Keane). This project is mandated by the State <br />of California Regional Water Quality Control Board, and as previously presented, this <br />project requires the City of Colton to meet certain water quality standards at its <br />discharge point to the river. These standards require the construction of a <br />tertiary facility. The City elected to promote a joint facility between the Cities <br />of Colton and San Bernardino with the intention to reduce overall costs of individual <br />facilities. The current status is as follows: <br />All design has been completed, the primary site has been selected <br />for the pilot project as shown in the report as site No, 1(Agua <br />Mansa). The site has been determined to be able to support the <br />RIX facility (or conventional facility if required) and is naw <br />being proposed for acquisition by SAWPA. <br />At this point the executive comnittee would request the reconfirmation of the agencies <br />involved to corm7it to the proposal to construct the RIX facility as originally proposed <br />and begin acquisition of the property for the construction of the project as designed. <br />� �_!�ui��� • • <br />Staff recorrmends Council's approval to <br />the City of San Bernardino's approval <br />(certificate of participation) for the <br />joint RIX tertiary treatment facility. <br />JCH/ 1 j <br />CITY MANAGER' S GOI�iCURRF1vCE: <br />Attachments: <br />proceed with the proposed project subject to <br />and approve the proposed financial mechanism <br />acquisition and construction of the proposed <br />Page 1 of-- Item No. � <br />
