Gonzales <br />SUBJECT: Human Services Department Reorganization <br />Date: April 26, 1990 <br />The City's Library currently is a part of the Human Services Department. By <br />definition, the Library is a provider of human services. In reality, the Library <br />is distinct in that its operation is governed by a Library Board of Trustees (and <br />subsequently by the City Council's control over funding and the voter approved City <br />Manager's Ordinance controlling employees). <br />The Board of Trustees concurs with this recommendation that the Library, once again, <br />be a separate Department of *the City and the following be implemented: <br />1. That the Human Services Director's total compensation be reduced from <br />$71,856 to $61,716 per annum. <br />2. That the City Librarian's total compensation be increased from <br />$56,568 to $61,716 per annum. <br />This would result in a net savings to the City of approximately $5,000 per year. <br />RECOMMENDATION: <br />The City Manager be authorized to establish the Library as a separate Department of <br />the City and implement the salaries and benefits as shown on the attached resolution. <br />FG:mer <br />Attachments <br />Page 1 of 9- <br />Resolution <br />Job Descriptions <br />Item No. "20 <br />:aa," . <br />
