Environmental Concerns <br />At its March 19, 1990 meeting, the Design Review Committee reviewed the <br />proposed project. Having heard the comments of the reviewing entities, Staff <br />finds that the proposed project will not have a significant effect on the environ- <br />ment and therefore recommends that the City Council approve a Negative Dec- <br />laration for the project <br />1. The 28 -acre site is surrounded by R-1 land use, thereby making a <br />change in land use to R-1 consistent with surrounding and proposed <br />land uses. <br />2. The proposed change in land use designation will not have a negative <br />effect on the environment <br />3.
