CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />November 6, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian -0440 <br />SUBJECT: SUBMISSION OF UNITED STATES DEPARTMENT OF Date: 10/25/90 <br />EDUCATION LIBRARY LITERACY GRANT APPLICATION <br />FOR THE LUQUE BRANCH LIBRARY <br />BACKGROUND The Colton Public Library is eligible to apply for a <br />Library.Services & Construction Act Title VI grant to support <br />literacy programs at the new Luque Branch Library during FY 91. If <br />funded, Colton Public Library will hire a Literacy Coordinator for <br />the Luque Branch and recruit and train volunteer tutors & adult <br />learners providing the opportunity to improve their reading and <br />writing skills through a one-to-one learner based goal situation. <br />Unlike current state funding for the Main Library's "Advance to <br />Literacy" program, this U.S. Dept. of Education grant would be <br />specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM The Colton Public Library recognizes that <br />a unique demand exists for one-to-one instruction in basic reading <br />and writing skills for adults in South Colton. The target audience <br />for the program are adults 16 years of age or older whose low <br />reading level and/or attitude toward classroom based learning <br />prevents successful participation in other educational programs. <br />ALTERNATIVES Without grant funding, such a program could only <br />otherwise be initiated at the Luque Library with the City's general <br />funds. <br />FINANCIAL IMPACT This is a no cost item to the City. No local <br />matching funds are required. <br />ENVIRONMENTAL IMPACT None. <br />RECOMMENDATION Staff recommends that Council authorize the City to <br />submit a Library Services & Construction Act Title VI grant <br />application to support literacy programs at the new Luque Library. <br />The Colton Public Library Board of Trustees has reviewed this matter <br />and concurs with this recommendation. <br />City Manager Concurren <br />Attachments: ORIGINAL. <br />-.NTRAL RECORDS <br />Page 1 of 1 F NO. � 7:ff�Y4S'1�: <br />
