Hutton, Public Works Directo <br />o <br />Date: October 31, 1990 <br />SUBJECT: AWARD OF CONSULTANT CONTRACT FOR SPECIAL WATER <br />STUDIES <br />RArKC,Pr'V hn <br />In the 19801s, the State of California passed several new bills related to the <br />conservation and quality of water for all purveyors throughout the state. <br />Assembly Bill 797, the Urban Water Management Plan, requires that beginning <br />December 31, 1990 and each subsequent year thereafter, a report be filed with the <br />state outlining historic, existing and projected water demandt, including water <br />conservation measures being taken in the canTunity. <br />The annual water quality report is a report containing a review of water quality <br />analyses for the previous five years to detenmine the possible presence of new <br />constituents now of the list of required samples. <br />The other two portions of the special water studies report are the updating of the <br />five year water master plan, which identifies infrastructure needs for both new and <br />replacements needed as part of the water system, and the five year study, of which <br />i5 the enterprise funds financial structure needed to support the entire water <br />system's infrastructure and operations. <br />STATEIANT OF THE PROBLEM <br />The State of California requires the Urban Water fAanagernent Plan and annual water <br />quality report. <br />The current five year water master plan and five year water rate plan expires July <br />1, 1991. <br />ALTFRNATTVF-q <br />The Urban Water Nianagerrent Plan and annual water quality report are required by <br />law. <br />The water master plan dn rate study, although not required, support all future <br />needs for additions to the System to support growth and meet demands for the <br />comnunity.
