CITY OF COLTON AGENDA REPORT For Council Meeting of NOVEMBER 20, 1990 TO: Honorable Mayor and City Council FROM: CITY MANAGER",W Date: NOVEMBER 15, 1990 SUBJECT: PURCHASE AND INSTALL -FIRE DEPARTMENT FUEL STORAGE FACILITY AND REMOVE UNDERGROUND TANK. Air Quality Management District gave the Colton Fire Department a notice to retrofit their gasoline tank with a Vapor Recovery System in 1988. Staff felt the $12,000 cost to retrofit the tank was money not well spent. Funds have not been available the past two years to complete this project. The Fire Department was given a Notice of Violation on September 28, 1990 to discontinue use of our gasoline facility at Station #1. This is a very urgent need because at the present time, the city does not have any gasoline storage on the North side of interstate 10, and in case of a large earthquake, the police, fire and public works vehicles on the North side of town could be without fuel. Staff proposes to replace the old underground tank with a new, above ground fuel storage facility. Staff has obtained proposals from six contractors to provide this. Staff is of the opinion that the best proposal is by Spencer Jones, a local Colton contractor. Spencer Jones proposes to remove the existing underground tank, including rinsing and degassing, and install a superior quality new facility for a total cost of $18,374. This is slightly higher than the lowest quote, which is $17,500. However, the lowest quote is subject to extra charges for work included in the Spencer Jones quote. Also the lower quote is for a different type unit.
