November 13, 1990 <br />TO: Mayor and Council <br />FROM: Councilma-Elect Roy Roman <br />SUBJ: Appointments to City Commissions <br />I am respectfully requesting that any new appointments <br />to city commissions be held off until I get sworn in. <br />The reason for this request is that I wish to have the <br />opportunity to Council participation in the democratic <br />process. <br />It would seem to me totally unfair that one council person <br />leaving would participate in the appointment of these <br />important positions. <br />I can recall that while I was attending council meetings, <br />the Council fully granted the postponement of the con- <br />sideration of the reorganization of the Library and the <br />Parks Department until the new city manager came on <br />board. <br />As an elected official, I feel I deserve equal considera- <br />tion as that given to the city manager, who is only a <br />staff member. I feel my request should be given top <br />consideration. <br />cc: City Manager <br />
