If the Council decides to grant the appeal, the Council <br />must make findings which will support the overturning of the Planning Commission's <br />decsion. - - <br />FINANCIAL IMPACT <br />If the appeal is denied, I have been informed by Mr. Larsen that he is ready to litigate, <br />therefore the City would be required to spend an undetermined amount of money In <br />legal representation, if the appeal is approved, no financial impact is foreseen. <br />ENVIRONMENTAL IMPACT <br />The Planning Commission also dented a negative declaration forth It Is there- <br />fore necessary that the Council make a decision as to wheti'ter the project merits a <br />negative declaration or whether turti,w Axly of environmental effects are necessary. <br />RECOMMENIIâ–ºTION <br />The Planning Commission recommends denial of Mr. Larsen's request based on their <br />findings. If the Council wishes to approve, a motion stating the findings would be in <br />order.
