CITY OF COLTON AGENDA REPORT For Council Meeting of October 2, 1990 TO: Honorable Mayor and City Council FROM: PAUL J. CONNOLLY, CHIEF OF POLICE SUBJECT:Date : 8-30-90 INCREASE FOR TRAFFIC ORDINANCE FEES BACKGROUND: City Resolution No. 4373 which establishes bail amounts on parking citations was last approved in September of 1983.. The Traffic Committee has reviewed and compared the Traffic Ordinance Bail with other surrounding cities. The committee has determined that our bail schedule needs to be increased to $20 for each violation with the exception of Section 10.04.105, which should be set at $50. This would bring our schedule in line with existing standard San Bernardino County Bail Schedule for Parking Violations. Section 10.04.105 prohibits parking in a residential district of a trailer or a truck -tractor with a trailer with a load capacity of over one ton on a public street. This does not apply to recreational vehicles. The committee also recommends that Resolution No. 4373 should be modified as follows: Item #3, a $15 penalty fee will be imposed after ten days following the court appearance date on the citation. PURPOSE: 1. To increase fees for parking violations to a level that is commensurate with fees charged by neighboring cities. 2. To increase funds available to the city General Fund. 3. To set a fine structure which is easy for both the public to understand and for city employees to administer. 4. To recover part of the costs of labor, materials and overhead involved in processing these services. RECOMMENDATION: The Traffic Committee recommends that the City Council increase the Traffic Ordinance fees to $20 for each violation as set forth in the attached Exhibit A and set a fee of $50 for violation of Section No. 10.04.105 and modify Item #3 of Resolution No 4373 to read as follows: "A $15 penalty fee for violators that fail to appear after the tenth day following the court appearance date set on citation."
