TO:
FOR:
FROM:
HONORABLE MAYOR AND CITY COUNCIL
Council Meeting of 2 October 1990
Jaime R. Agullera, Director of Community Development
SUBJECT: Amendment of Ordinance 0-13-87 Section 15.24.040
Fences required -- Pools
The existing ordinance does not allow for wrought iron fences due to its restric-
tion of the size of openings. Since wrought iron fencing is a viable form of
protecting pool areas, staff proposes to amend the ordinance as follows:
A. Any fence or wall which is approved by the zoning ordinance may be used
to protect a pool area so long as the fence or wall meets the following re-
quirements:
a) that openings in the fence/wall not be wider than four (4) inches.
b) that a ladder effect is not produced by the openings.
c) that the height of the fence/wall be a minimum of five (5) feet as
measured from the top of the outside grade.
B. Said fence wall shall be maintained on the lot or premises upon which
is situated a swimming pool, portable, or above ground type pools, or
other open area of water including reservoirs, sumps, and irrigation ditches
where the water level is higher than eighteen inches.
C. Such fence or structure shall completely surround such pool or area and
all gates or doors opening through such enclosures shall be equipped with
self-closing and self -latching devices designed to keep such opening
securely closed at all times when not In actual use. The door of any struc-
ture forming any part of the reqired enclosure need not be so equipped.
There is no financial impact to the City and since the type of fencing is volun-
tary, it will also be of no financial impact to our constituents
FILE f'0. ___c: : _ ._----_.....
