Hutton, Director of Public Works <br />SUBJECT: Adoption of Resolution for Certification of a <br />Recycling Buy Back Center at Stater Bros. <br />BACKGROUND: <br />Date : October 10, 1990 <br />The City of Colton currently has a certified buy back center located at Rancho Ave. <br />and "C" St. in the Country Boy Market Shopping Center which is one of several <br />convenience zones established by the State of California. <br />STATEMENT OF THE PROBLEM: <br />The City is attempting to expand its services for recycling into additional zones <br />which require State certification for the new convenience zone. Staff is <br />recommending that a buy back center be located at the Stater Bros. Market on Valley <br />Blvd., which Stater Bros. has agreed to. <br />ALTERNATIVES: <br />AB939 requires source reduction through recycling, the only alternative to the City <br />providing this service is private enterprise which the City would have little or <br />no control over. <br />FINANCIAL IMPACT: <br />The operation of the buy back center would be offset by the revenue generated from <br />the material collected and the recycling fee. <br />ENVIRONMENTAL IMPACT: <br />The environment will be improved by providing more recycling opportunities to the <br />community. <br />RECCNL ENDATION: <br />Staff recommends that Council adopt the attached Resolution for certification of <br />a buy back center at the Stater Bros.
