Duncan was regularly heard by the <br />Civil Service Board on October 15, 1990. <br />Colton. <br />Bradley E. Neufeld presented the case for the City of <br />Appellant was not present. Appellant was represented by <br />Bob Villalobos. <br />Jeannie Ferrante, Chair, presided. Members Margaret <br />Matich, Yolanda Lopez, and Dean Carter participated. Member John <br />Longfield did not participate. Stephen Edwards, City Attorney, was <br />counsel to the Board. <br />FINDINGS <br />Appellant was employed in the Electric Department. <br />August 7, 1990, he was given notice of termination effective that <br />day, but allowing him to respond to the City Manager to attempt to <br />convince the City Manager to reverse the decision to terminate. <br />Appellant did respond and did convince the City Manager to reverse <br />
