CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 4, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works <br />SUBJECT: Proposals to Remove Sludge Material from Date: August 30, 1990 <br />the Sewer Treatment Plant <br />nnrurtxv TMn . <br />The City's Sewer Treatment Plant generates approximately 5 tons of solid waste <br />(sludge) material per day. This material is dried and stored at the plant and <br />eventually must be removed in order to provide room for additional material. <br />STATEMENT OF PROBLEM: <br />The State Regional Quality Control Board allows for only so much material to be <br />stored onsite by permit and then it is required to be removed to an acceptable <br />location, which there are very few of. <br />Landfills are no longer a viable disposal point for sludge due to the cost per <br />ton to dispose, the stringent regulations regarding contents within the sludge, <br />and most of all available space at landfills, which are becoming fewer. <br />ALTERNATIVES: <br />Two proposals have been received, one just prior to the last Council meeting. <br />The late proposal submitted by L. Curti Company did not allow for sufficient time <br />for review by staff in order to provide a recommendation to Council at their last <br />meeting when Council was considering the proposal from Varela Industries. Both <br />proposals have now been reviewed by both staff and the City's consulting engineer, <br />Krieger and Stewart (report attached). <br />FINANCIAL IMPACT: <br />The removal of the sludge from the Sewer Treatment Plant is a funded maintenance <br />item within the budget.
