CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 18, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian,010'0 <br />SUBJECT: AUTHORIZATION TO ACCEPT CLSA CALIFORNIA Date: 9/7/90 <br />LITERACY CAMPAIGN GRANT AWARD AND TO <br />TRANSFER MONIES TO LIBRARY EXPENDITURE ACCOUNT <br />BACKGROUND The Colton Public Library has been ;ranted CLSA <br />funding in the amount of $95,850 from the California State <br />Library for FY 90-91. Funds will be utilized for staff salaries <br />and benefits, office supplies, special tutorial supplies, <br />promotional materials, rental of literacy trailer, and the <br />purchase of books and audio-visual materials. <br />STATEMENT OF THE PROBLEM The Colton Public Library recognizes <br />that a continuing demand exists for one-to-one instruction in <br />basic reading and writing skills for adults. According to the <br />California Department of Education, 20% of the adult population <br />16 ,years and older cannot read. This is the population that the <br />Colton Public Library's Literacy Program seeks to serve. <br />ALTERNATIVES Without grant funding, such a program would only <br />otherwise be continued with the City's general fund. <br />FINANCIAL IMPACT This is a no -cost item to the City. No local <br />matching funds are required. <br />ENVIRONMENTAL IMPACT None <br />RECOMMENDATION Staff recommends that Council authorize the City <br />to accept the CLSA California Literacy Campaign grant award and <br />to transfer monies to a Library Expenditure Account. <br />The Colton Public Library Board of Trustees has reviewed this <br />matter and concurs with the recommendation. <br />City Manager Concurrence <br />Attachments: ( 2 ) <br />Page 1 of 1 ORIGINAL <br />rt-:K'suy Item No. <br />!FILE NO...��� = a------------ <br />
