C" OF COLTON <br />AGENDA REPORT <br />For Council Meeting Of— S ep t emb er 18 , 19 9 0 <br />TO: Honorable Mayor and City Council <br />FROM: Ed mond Sotelo, City Manager <br />SUBJECT: Battalion C \ ommanders <br />Background: <br />Date: August 31, 1990 <br />In February 1989 the Fire Department put together a proposal to bring <br />before the city council a new position of Battalion commander. Several <br />proposals were suggested for council consideration. During the Budget <br />session of June 29, 1989 the city council approved the proposal for <br />Battalion Commanders selecting option #2 which would allow the Fire <br />Department to retain the Present Division Chiefs Positions and fill <br />three Battalion Commander Positions. The council went into closed <br />session following the budget session and as a result of the closed <br />session the.council gave dirctions not to fill the position at this <br />time but wait until after January 1990, before making any further <br />decisions. <br />Statement of Problem: <br />With the growth in city Population and a 15% increase in numbers <br />of emergency calls during the past year, plus the burden of too broad <br />of a span of control all point to the need for this reorganization to <br />help manage day to day operations, to give support to fire fighting <br />and Paramedic personnel during emergency operations and provide better <br />service to the community. <br />Financial Impact: <br />Financial impact would be the difference in salary between a Fire <br />Captain and Battalion Commanders Position. The difference in salary <br />is 10% or a total for these positions of: $35,500.00 per year.. <br />Recommendation: <br />Several members of the City Council requested a "Job Description" and <br />"Salary Range" be established in order to proceed with the recruitment. <br />Staff recommends a job description and salary range for Battalion Commanders <br />be adopted and that staff be directed to proceed with testing and filling of <br />these positions as funding is available. <br />Attachments: 2 <br />Page I of ORIMINAL item No- —IS7 <br />EILE NO. <br />
