C" OF COLTON AGENDA REPORT For Council Meeting Of— S ep t emb er 18 , 19 9 0 TO: Honorable Mayor and City Council FROM: Ed mond Sotelo, City Manager SUBJECT: Battalion C \ ommanders Background: Date: August 31, 1990 In February 1989 the Fire Department put together a proposal to bring before the city council a new position of Battalion commander. Several proposals were suggested for council consideration. During the Budget session of June 29, 1989 the city council approved the proposal for Battalion Commanders selecting option #2 which would allow the Fire Department to retain the Present Division Chiefs Positions and fill three Battalion Commander Positions. The council went into closed session following the budget session and as a result of the closed session the.council gave dirctions not to fill the position at this time but wait until after January 1990, before making any further decisions. Statement of Problem: With the growth in city Population and a 15% increase in numbers of emergency calls during the past year, plus the burden of too broad of a span of control all point to the need for this reorganization to help manage day to day operations, to give support to fire fighting and Paramedic personnel during emergency operations and provide better service to the community. Financial Impact: Financial impact would be the difference in salary between a Fire Captain and Battalion Commanders Position. The difference in salary is 10% or a total for these positions of: $35,500.00 per year.. Recommendation: Several members of the City Council requested a "Job Description" and "Salary Range" be established in order to proceed with the recruitment. Staff recommends a job description and salary range for Battalion Commanders be adopted and that staff be directed to proceed with testing and filling of these positions as funding is available.
