SCOPE OF SERVICE <br />WORK PLAN <br />Revised 4-30-91 <br />Attachment A <br />The key to developing a successful work plan is a clear understanding <br />of the project objectives. Colton's objectives, as we understand them, <br />include the development of the distribution system database to allow the City <br />to analyze its distribution facilities. The database will involve development <br />of detailed distribution system map files with transformer and conductor data, <br />and preparation of node maps using Scott & Scott Single -Line Diagram (SLD) <br />software. The transformer loads will be represented on the appropriate line <br />sections, along with conductor data, to model Colton's existing distribution <br />feeders. The database will also include regulators, capacitors, step-down <br />transformers, and other distribution equipment as installed along each <br />feeder. We propose to perform this subtask by using the Scott & Scott DPA/G <br />distribution analysis software. <br />A good work plan must also be supported by appropriate management <br />techniques that ensure the proper progress of the work to meet the defined <br />schedules and budgets. This section defines our proposed approach to the <br />development of the distribution system database. <br />Section 1 - Database Development <br />Task 1 - On -Site Review <br />An early and important task encompasses an on-site inspection of the <br />existing electric system, data gathering, and staff interviews as defined <br />in the following subtasks. <br />1.1 Data Collection <br />Data on the existing Colton electrical system will be obtained from <br />the Electric Department. <br />Goal: To acquire the data necessary to prepare a system database <br />in a timely manner. <br />Responsibility: Colton/R.W.
