ORDINANCE NO. 0-11-91 <br />AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />CERTAIN SECTIONS OF CHAPTER 15.48 OF THE <br />COLTON MUNICIPAL CODE TO PROVIDE FOR <br />STABILIZATION OF RENTS FOR MOBILE HOME PARK <br />SPACES <br />THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: <br />SECTION 1: Section 15.48.030 of the Colton Municipal Code is <br />hereby amended to read as follows: <br />"Section 15.48.030 Definitions. For the purpose of this <br />Chapter the following words, terms and phrases shall have the <br />following meaning: <br />A. "Base date" means January 1, 1987 unless otherwise <br />specified. <br />B. "Base year" means calendar year 1986. <br />C. "Capital improvements" means those improvements which <br />materially add to the value of property, appreciably prolong its <br />useful life, or adapt it to new uses, which are claimed by the <br />owner as capital expenses for Internal Revenue Code purposes and <br />are required to be amortized over the useful life of the <br />improvement pursuant to the Internal Revenue Code, and the <br />regulations issued pursuant thereto. <br />D. "Commission" means the rent review commission established <br />under this Chapter. <br />E. "Consumer Price Index" or "C.P.I." means the Index known <br />as the "Consumer Price Index for all Urban Wage Consumers: for the <br />Los Angeles - Long Beach - Anaheim Area," (Base year, 1967) and if <br />published for San Bernardino - Riverside - Ontario Area for the <br />GPS53590 -1- <br />
