R-79-91 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, INDICATING SERIOUS <br />CONSIDERATION OF ADOPTING AN ALTERNATE PLAN FOR <br />PART-TIME EMPLOYEE RETIREMENT SYSTEM MEMBERSHIP <br />WHEREAS, the Omnibus Reconciliation Act of 1990 was signed <br />into law on November 5, 1990, requiring that part-time City <br />employees be covered by Social Security or a comparable <br />retirement plan starting July 2, 1991; and <br />WHEREAS, the federal regulations implementing that act <br />provide that the effective date for the act may be delayed to <br />January 1, 1992, provided the City Council adopts a resolution <br />indicating that serious consideration is being taken of <br />adopting an alternate plan to Social Security; and <br />WHEREAS, City staff is currently evaluating several <br />alternate plans to Social Security. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES HEREBY RESOLVE AS FOLLOWS: <br />Serious consideration is being taken of adopting an <br />alternate plan to Social Security for part-time City employees <br />required to be covered under such a plan by the Omnibus <br />Reconciliation Act of 1990, thereby delaying the effective date <br />of such plan until January 1, 1992. <br />
