Alternative 1 (Staff Recommendation) <br />1. Any certificate of occupancy applications for the occupancy of space in <br />an unreinforced masonry building (URM) shall be required to reinforce <br />the building prior to the issuance of the certificate. <br />2. Any building permit application on an unreinforced masonry building <br />shall be required to reinforce the building prior to the issuance of the <br />permit. <br />3. All other unreinforced masonry buildings shall be required to be rein- <br />forced within five (5) years from the date of adoption of the program. <br />Alternative 2 <br />1. The certificate of occupancy applications in an unreinforced masonry D <br />building considered to be unsafe in a life threatening manner shall be <br />required to reinforce the building prior to the issuance of the certificate. <br />2. Any building permit application on an unreinforced masonry building Q <br />considered to be unsafe in a life threatening manner shall be required <br />to reinforce the building prior to the issuance of the permit. <br />3. All other unreinforced masonry buildings shall be required to be rein- p <br />forced within ten (10) Xears from the date of adoption of the program. Il <br />Alternative 3 <br />No retrofitting of unreinforced masonry buildings in the City be required E <br />at this time. <br />FINANCIAL IMPACT: P <br />There will be no financial impact to the City, however, there will be an impact to the owners <br />of the unreinforced masonry buildings, as reinforcement may be costly, depending on the O <br />size and condition of the buildings. <br />However, if the City does not impose requirements for retrofitting, there is a potential loss <br />to the City in terms of successful lawsuits against the City in the case of collapsing buildings <br />during an earthquake and subsequent bodily injury. <br />T <br />Agenda Report RETRO2 <br />Page 2 <br />
