CITY OF COLTON AGENDA REPORT (CONTINUED) FOR COUNCIL MEETING OF—January 3, 1991 SUBJECT: APPROVAL OF' ELECTRIC UTILITY CCnERCIAL REBATE PROGRAMS, ADOPTION OF ADDENDUM TO CUSTa,1ER SERVICE POLICY, RESOLUTION No. R- 2 - 9 1 DATED JANUARY 2,11991 STATEMENT OF THE PROBLEM The City of Colton Electric Utility purchases power from a number of different resources to meet customer demand for electricity. The highest demand for electricity occurs during summer. afternoons when outdoor temperatures are high. During these high demand periods, purchase power, costs are most expensive. Energy conservation programs which reduce summer afternoon "on -peak" power demand help reduce expensive purchase powercosts over the life of the energy conservation measures. Commercial indoor lighting and. commercial air-conditioning contribute to "on -peak" power demand. A pilot, commercial rebate for these end -uses will help . determine activity and demand reduction goals which can be expected from a ' n annual program. Based on the results of the pilot effort, staff will propose commercial rebate funding levels and activity goals for the 1991- 1992 fiscal year. ALTERNATIVES Not applicable FINANCIAL IMPACT A total of $15,000 has been budgeted for the commercial pilot rebate program, therefore there is no financial impact on the current fiscal year budget. ENVIRONMENTAL IMPACT Implementation of the commercial pilot rebate program is expected to have some beneficial environmental impacts since less electric generation, will be required to meet peak electric demands than would be the case with no commercial pilot rebate program. No adverse environmental impacts.
