CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of MAy 28• 1991 <br />TO: Honorable Mayord City Council <br />FROM: <br />KARL E. GAYTAIRPARKS, RECREATION AND HUMAN SERVICES DIRECTOR <br />RESOLUTION ADOPTING FULL-TIME POSITIONS FOR MAY 20, 1991 <br />SUBJECT: COMMUNITY CHILD CARE SITE SUPERVISORS AND SALARy Date: <br />SCALE, GRANT FUNDED <br />BACKGROUND: <br />All Community Child Care Teachers in the City's child care program are paid at the same <br />base salary. This was adequate when the program was small, and only one teacher was <br />assigned to each site. In the past two years the program has increased from two sites to <br />five, and the number of teachers had quadrupled. <br />STATEMENT OF PROBLEM: <br />The capacity of program clients has increased and the administrative responsibilities of <br />Site Supervisors requires a delineation between a Site Supervisor and a Teacher. Site <br />Supervisor requirements are more stringent, and they bear more responsibility than a <br />Teacher. Site Supervisors need to be on site full-time to manage the daily operations of <br />their site; full-time positions are justified to compensate their level of responsibility. <br />ALTERNATIVES: <br />None <br />FINANCIAL IMPACT: <br />With no impact on the City's general fund, the position costs would be charged solely to <br />the latchkey grant. The costs have been projected in the 1991-92 budget. Similar to <br />other public agencies providing child development services, the salary scale to be adopted <br />ranges from $1690-2053 per month. The new classification is recommended at salary range <br />6.0 in Salary Schedule 1. Current employees and potential candidates would become <br />contracted employees with all full-time benefits applicable, beginning July 1, 1991. <br />Current employees to be placed on a contractual basis are: Lina Alvarez, Jovita <br />Calderilla, Shelbie Jackson, Elizabeth Luna and Camila Mendoza. <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that Council adopt the attached job description and salary resolution <br />amending the Pay and Classification Plan for Community Child Care Site Supervisor. <br />KEG/SB/bjw <br />Attachments: <br />Resolution City Manager's Concurrence <br />9e ]cription / <br />Item No. <br />;tea MAI..
