STRATTON, CHIEF OF <br />Subject: <br />Date: <br />POLICqK-;�--F <br />PURCHASE OF SURVEILLANCE VEHICLE <br />MAY 1, 1991 <br />The Colton Police Department is in need of a surveillance <br />vehicle and equipment which will give the department the <br />ability to effectively and covertly observe suspected drug <br />activities. <br />We have found a manufacturer who is a sole provider for the <br />disguised periscope and antennas system. The mobile <br />surveillance vehicle will include still and video cameras, a <br />thermal image printer which prints Polaroid photographs <br />instantly, VCR's, CCTV monitors, exterior listening devices <br />and police radios. <br />This vehicle has several safety features to protect the <br />officers while inside the unit. These include air <br />conditioning, air exchanger, carbon dioxide meter, mounted <br />infra red lights which can be activated for detectives by <br />police helicopters. <br />The purchase of this vehicle and related equipment will be <br />from the asset seizure account and no City funds are being <br />requested for this purchase. This unit will give us a state <br />of the art unit for years to come. <br />A recommendation is made that the request to purchase this <br />vehicle and equipment not go out to bid, as the manufacturer <br />is the sole provider, and this item be placed on the Council <br />Agenda Report under the Consent Calendar as a utility vehicle <br />due to the sensitivity and confidentiality needed in this <br />matter. <br />Please feel free to contact me if further information or <br />discussion is needed. <br />JHS/dd <br />c.c: Honorable Mayor and <br />City Council Members <br />
